The People Who Lead LDR

Department Leadership

The Louisiana Department of Revenue is organized into offices, each led by an officer responsible for a defined set of functions under the Secretary's direction.

Secretary of Revenue

Jarrod J. Coniglio

Leads the entire Department. Sets department-wide policy and oversees all of LDR's operations — tax administration, alcohol and tobacco control, charitable gaming, and legal affairs — under the general supervision of the Governor.

Deputy Secretary

Brandea Averett

Second-in-command. Supports the Secretary across the Department and serves as acting Secretary in the Secretary's absence.

Undersecretary — Office of Management & Finance

Laura Lapeze

Runs LDR's internal business operations: budget and accounting, procurement and contracts, information technology, and human resources for the Department and all its offices.

Internal operations — not individual tax accounts.

Assistant Secretary — Tax Administration Group I

Bryan Peters

Oversees individual income tax and sales tax administration, tax-return processing, taxpayer customer service, and the Department's tax enforcement, collection, and debt-recovery functions.

Relevant to individuals filing income or sales tax returns, and to resolving a balance.

Assistant Secretary — Tax Administration Group III

Andrew Perilloux

Oversees the Department's tax audit and compliance functions — field audits, audit review and appeals, criminal investigations, and tax-credit verification — across LDR's headquarters and its district and regional offices.

Relevant to taxpayers undergoing a field audit, a compliance review, or an audit appeal.

Chad Brown

Regulates the sale of alcoholic beverages and tobacco — issuing and renewing permits, suspending or revoking permits, and enforcement.

Relevant to alcohol and tobacco permit applicants and holders.

Executive Counsel

Shone Pierre

Chief legal advisor to the Secretary and the executive office on department policy, rulemaking, and governance. (LDR's tax-litigation work — courts, the Board of Tax Appeals, and bankruptcy matters — is handled by the Office of Legal Affairs.)

Taxpayer Ombudsman

Krissy Thomas

The taxpayer's dedicated point of contact for help when an issue hasn't been resolved through normal channels. The Ombudsman listens to taxpayer concerns, helps cut through delays, and works across LDR's offices to get problems addressed.

The right first call when you feel stuck or need one person to help you navigate the Department.

What's the difference between Tax Administration Group I and Group III?
